Abstract

Dans cet article, nous présentons les résultats partiels d'une enquête menée auprès des responsables de Structures d'insertion par l'activité économique, sur le territoire du plan pour l'insertion et pour l'emploi (PLIE) des Graves (Bègles et Communauté des communes de Montesquieu). L'enquête effectuée nous permet de dégager quelques éléments de définition de la démocratie participative locale, recenser les conditions nécessaires et suffisantes pour son existence, ce qui passe par l'étude du fonctionnement des instances de régulation et de délibération et l'évaluation de leur efficacité. Ensuite, nous identifions les facteurs de blocage de ces institutions et les conditions optimales d'une démocratie participative locale. Nous utilisons pour ce faire l'agencéité située, une approche hybride à partir de la théorie des capabilités et du paradigme du site symbolique qui permet de mettre en tension le territoire et les stratégies et jeux des acteurs.
