Le projet de réforme du système d'immigration aux États-Unis

Abstract

L'absence de résultats de l'administration d'Obama sur le dossier de la réforme générale du système d'immigration des États-Unis s'explique par l'incapacité du système d'immigration à réguler des admissions légales en forte hausse et à la croissance d'une immigration en situation irrégulière de provenance régionale. La viabilité politique de la réforme dépend de l'assentiment d'une partie des élus de l'opposition républicaine. Cette situation contribue à organiser un blocage structurel à la réforme depuis plus de quinze années, attestant du haut degré de polarisation dont fait l'objet le dossier de l'immigration au sein de la société américaine. La probabilité d'une réforme dans les deux années à venir est très faible.
