Abstract

Cette contribution montre que les facteurs qui devaient garantir la stabilité économique, sociale et financière en Grèce et Irlande n'ont pas fonctionné. Aucun paravent interne et externe n'a permis de contenir les forces centrifuges. Les décisions prises par les dirigeants européens durant l'année 2010 marquent un changement de cap salutaire puisque le principe de solidarité des finances publiques devient consubstantiel à l'union monétaire et que la Banque centrale européenne a accepté d'acheter des titres de dette privée et souveraine.
