Abstract

La crise réhabilite l'intervention publique. Elle témoigne à sa façon de l'aporie qu'il y avait à considérer que l'Etat social entendu au sens large - avec ses " quatre piliers " : protection sociale et régulation du marché du travail (droit du travail, négociation collective...) mais aussi services publics et politiques économiques (budgétaire, monétaire, réglementaire, industrielle, commerciale...) - n'était qu'un dispositif institutionnel adapté aux Trente Glorieuses et qui serait avec elles dépassé, ce que la notion de " fordisme ", en dépit sans doute des intentions de ses promoteurs, a contribué à conforter. Si elle l'est dans les faits, l'intervention publique n'est pas pour autant réhabilitée pleinement d'un point de vue théorique. On ne dispose pas, en effet, d'une authentique théorie de l'Etat social. Pour œuvrer en ce sens, on se propose d'interroger les relations entre Etat social, " question sociale " et démocratie.
