The greenhouse gas inventory : a scanning tool in the fight against climate change

Abstract

Le bilan-gaz à effet de serre (GES) est l'outil majeur de veille dans la lutte contre le changement climatique. Par " veille ", nous entendons le processus d'acquisition et d'utilisation d'informations susceptibles d'orienter la stratégie des décideurs d'une entreprise ou d'une collectivité, dans un domaine particulier - en l'occurrence la lutte contre le changement climatique. En révélant le niveau d'émissions de GES d'une entité, le bilan-GES ouvre la voie à la veille interne et externe. Sur le plan interne, la veille consiste en l'analyse des forces et faiblesses de l'entité en matière d'émissions de GES et en matière d'organisation de l'information : elle peut être à la fois outil de pilotage au fil de l'eau, stratégique et managériale. Au niveau externe, la veille permet à l'entité de se positionner par rapport à ses concurrents et à ses partenaires, dans le but soit d'améliorer la profitabilité de l'entreprise, soit, dans le cas des administrations publiques par exemple, de bénéficier de l'effet d'expériences des " first movers " : elle peut être stratégique et/ou partenariale.
