L'hôpital : le modèle de la bureaucratie professionnelle revisité à partir de l'analyse du coût des dysfonctionnements

Abstract

L'objectif de cette communication consiste à montrer comment l'analyse des dysfonctionnements de l'hôpital conduit à relativiser et à approfondir le modèle de la bureaucratie professionnelle comme idéal type, au sens wéberien, du modèle d'organisation que constitue l'hôpital. Après avoir rappelé brièvement les caractéristiques du modèle de Mintzberg, il s'agira, dans une partie méthodologique de montrer comment ont été : - recensés (à partir d'entretiens auprès de toutes les catégories d'acteurs de l'hôpital), - puis validés (par une présentation des résultats à tous le membres de l'hôpital), - formalisés, puis quantifiés les dysfonctionnements d'un hôpital public de 350 lits et 500 personnes.
