Reforma financiera y objetivos del desarrollo en países de bajos ingresos: el caso de Bolivia

Abstract

La economía boliviana ha experimentado transformaciones significativas, apoyadas en ciertos cambios institucionales y en una favorable coyuntura internacional. El Plan Nacional de Desarrollo ha representado una novedad estratégica relevante, incluyendo una relativa independencia de las opciones defendidas por las instituciones financieras internacionales. Paralelamente, las Iniciativas Multilaterales de Alivio de la Deuda han contribuido a desendeudar el país, aunque las reformas financieras impuestas no siempre podrán permitir que el excedente económico generado por el boom hidrocarburífero se oriente a las necesidades del desarrollo nacional.
