Abstract

Le cas grenoblois illustre la multi-territorialité des systèmes d'approvisionnement en eau des villes. Elle tient à ce que les villes sont des unités administratives lieu de décision et de définition de politiques publiques, situées dans des échanges économiques et sociaux relevant d'espaces multiples et qui fondent son développement. L'espace géographique et l'environnement au sens large de la ville, fixent les disponibilités de la ressource naturelle en eau. Les questions d'approvisionnement et de gestion de la ressource en eau, comme les questions économiques et sociales, doivent le plus souvent être traitées en coopération avec plusieurs centres de décision. Enfin, l'Etat constitue une autorité publique décisive pour la gestion des ressources naturelles en eau.
