Éléments d'une analyse économique des normes

Abstract

La notion de norme est abordée ici sous l'angle essentiellement de l'économie. Le propos est d'indiquer comment les travaux que l'on regroupe sous une dénomination commune d'"analyse économique des normes" se démarquent, bien que relevant de l'individualisme méthodologique, des analyses économiques standard, notamment sur les hypothèses de rationalité des agents. Les recherches développées dans ce cadre autour de la notion de norme contribuent à l'évolution et au renouvellement de la microéconomie. Elles apportent une contribution, parmi d'autres approches économiques et d'autres disciplines, à l'analyse du développement et de la fonction des normes. Les "éléments" proposés sont le résultat de formalisations menées en termes de système complexe adaptatif et de simulation multi-agents. Sans prétendre à une présentation exhaustive, la logique et les conclusions des modèles retenus indiquent ce que cette méthode peut apporter à une meilleure compréhension des normes. Le développement des moyens logiciels et l'approfondissement des conceptions initiales des schémas d'analyse laissent penser que ces formalisations seront en mesure de constituer plus largement des outils efficaces d'expérimentation pour les recherches en matière d'institutions.
