Abstract

Cette leçon sur l'économie européenne explore les grippages dont souffrent les mécanismes communautaires. Le degré d'intégration aujourd'hui atteint, même s'il constitue une protection n'est pas suffisant pour lutter contre la compétition internationale. La nécessité de l'approfondissement concerne le marché intérieur, les mécanismes de la coordination macroéconomique mais aussi les politiques qui concourent à améliorer la compétitivité de l'économie européenne. Les médiocres performances européennes s'expliquent peut-être aussi par l'abcence d'une régulation macroéconomique, en particulier dans le cadre de l'Union monétaire. Le budget communautaire n'a pas été adapté aux conséquences de l'élargissement et il reste presque entièrement consacré à des politiques, PAC et Cohésion économique et sociale, qui, pour être utiles, ne doivent pas cacher l'immensité des besoins dans des domaines sans doute plus stratégiques.
