Abstract

Les fonds souverains des pays émergents prennent une importance croissante. Ils ont joué un rôle pour recapitaliser des banques en difficulté au début de la crise financière et ils seront amenés à intervenir à nouveau à la fin de cette crise. Ils participent également au puissant phénomène d'achat de terres étrangères. Les acquisitions de terres et de capital étrangers par les fonds souverains imposent de revenir sur les théories classiques de l'impérialisme par les exportations de capitaux et de marchandises. Celui des vieux pays capitalistes n'était pas « le stade suprême du capitalisme », mais un phénomène d'émergence et aujourd'hui, l'appropriation du capital étranger par les fonds souverains pourrait être une remise en vigueur de cette forme d'impérialisme.
