Abstract

Trois paradoxes sont identifiés à l'occasion des nationalisations d'entreprises en France en 1982. 1. Un développement du secteur public sans management public. Le secteur public, sous des statuts juridiques différents, s'est développé au cours du 20ème siècle sans que se développe une réflexion sur le management public à la hauteur de l'enjeu. 2. Une définition paradoxale du management public. Le management public n'est pas seulement le management du secteur public. La crise de la limité public/privé conduit à une nouvelle définition du management public. 3. Le paradoxe des nationalisations. Si le statut juridique a perdu son pouvoir légitimant, la légitimation par les finalités se heurte à la difficulté de la mesure. Les nationalisations conduisent à la recherche d'une rationalité limitée pour un objectif de rationalité globale.
