Abstract

A Genève, du 21 au 29 juillet 2008 s'est déroulé le dernier acte en date d'un cycle lancé en novembre 2001. Sept ans de réflexion n'auront pas suffi pour conclure un cycle à la fois très ambitieux et d'une grande technicité. Le résultat est décevant à plus d'un titre et appelle une réflexion sur la gouvernance commerciale multilatérale, d'autant plus que le télescopage des calendriers politiques internes aux différents membres ne permet pas d'envisager une relance de la négociation avant fin 2009, voire plus tard. Cette chronique s'organise en trois temps. Le premier met en perspective le déroulement de l'agenda pour le développement de Doha. Le deuxième engage la discussion autour de trois problèmes de gouvernance du système OMC tels que le déroulement du cycle les met en évidence. Le dernier temps formule une proposition quant à l'évolution possible du système commercial multilatéral qui va dans le sens d'un régime international de concurrence praticable tant sectoriel qu'interétatique.
