Abstract

L'instauration d'un salaire minimum parmi les plus élevés d'Europe n'a pas permis en France de réduire la pauvreté et de limiter les inégalités de revenu. Une étude de l'INSEE a même montré en 2000 qu'une augmentation du SMIC de 10% détruirait environ 290 000 emplois à long terme. L'OCDE, pour sa part, conseilla à la France de revenir sur ce principe de salaire plancher, son principal effet étant d'écarter de l'emploi les personnes les plus fragiles à commencer par celles sans qualification, les jeunes à la sortie de l'école et les parents isolés. La fracture sociale dénoncée par les politologues français trouve ainsi sa cause non pas dans les salaires bas mais dans le chômage qui anéantit souvent toute perspective d'intégration économique et sociale pour ceux qui en sont frappés.Rappelons aussi qu'en 2008, les 3 pays les moins inégalitaires d'Europe, la Finlande, le Danemark et la Suède, n'ont toujours pas instauré un salaire minimum légal. L'Allemagne, l'Autriche et l'Italie non plus. Nous, français, préférons le chômage et l'exclusion à un petit revenu d'activité. C'est un choix qu'il est évidemment difficile d'assumer.
