Autre développement ou après développement ? Un réexamen des termes du débat

Abstract

Entre ceux qui préconise un "autre développement" et ceux qui prônent l'"après-développement", en considérant qu'il passe par la décroissance au Nord, ce chapitre a pour objet de faire voir que le débat est mal posé. Si on en reformule les termes, une certaine convergence se manifeste : l'autre développement n'a de sens que s'il fixe d'autres objectifs que la croissance et s'il ouvre la voie à l'après-développement. Et des divergences demeurent : l'autre développement n'implique pas la croissance au Nord, c'est-à-dire une réduction globale de pouvoir d'achat de marchandises dans les pays qualifiés de développés, et l'"après-développement" sera, non pas un état stationnaire ou en retour en arrière, mais une dynamique ouverte à la nouveauté et au changement. C'est le processus de modernisation sociale, engagé de longue date en occident et se globalisant au tournant du XXIe siècle, qui est interrogé et un dépassement postmoderne qui est appelé. Un cadrage de ce dépassement, cadrage qui inclut une distinction conceptuelle entre développement durable et développement soutenable, est présenté en conclusion.
