L'électeur médian est-il vraiment décisif? Un examen des communes françaises

Abstract

Cet article présente en premier lieu un modèle général de fourniture des biens publics locaux en régime de démocratie représentative : selon le pouvoir bureaucratique du décideur public, le niveau des dépenses publiques peut être une fonction ou non du revenu et de la base fiscale de l'électeur médian. S'inspirant de la méthodologie employée par Guengant et al. (2002), les deux spécifications possibles sont ensuite testées sur l'ensemble des communes françaises. Les résultats des tests (test du F sur une combinaison des deux modèles, test du J de Davidson-MacKinnon, test du JA de Fisher et McAleer, test de Cox) amènent à conclure à la suprématie du modèle où les dépenses publiques ne sont pas une fonction des caractéristiques médianes. Le pouvoir bureaucratique des élus semble toutefois être moins important dans les collectivités de petite taille.
