Abstract

Free market and free trade are said to lead to the homogenization of cultures. Policies in favour of cultural diversity have been debated in international trade negotiations that are supposed to prevent such an evolution. Nowadays cultural diversity stands as a rather consensual aim; however there is no agreement on the ways to promote it. In this paper we show that cultural diversity is anything but monolithic. On the contrary, it is characterized by its multidimensionality and a high level of complexity. Therefore, trade-offs are numerous for public decisions-makers. First of all, there is the usual trade-off between the costs and the benefits of cultural diversity. Moreover, there are trade-offs for every dimension of diversity. Thus, we show that to lead a policy in favour of cultural diversity supposes to choose between all its aspects as well as bearing the costs of such a policy.
