Abstract

Souvent avancées parmi les causes expliquant le maintien d'un taux de chômageélevé en France, les cotisations sociales ont fait l'objet de plusieurs allégements,principalement en direction des bas salaires. L'impact de ces mesures, quiconstituent désormais le principal instrument utilisé en faveur de l'emploi, a donnélieu à des études. Loin de faire l'unanimité quant aux méthodes ou aux résultats, cesétudes montrent cependant l'intérêt des instruments économiques pour évaluer leseffets d'une politique publique ou pour arbitrer entre deux modalités d'action surl'emploi des personnes faiblement qualifiées.
