Abstract

In diesem Beitrag wird die Dynamik einiger regulierter Arbeitsmärkte untersucht. Mehrere Faktoren deuten darauf hin, dass aufgrund der Notwendigkeit, neue Kandidaten anzuwerben und zu halten, derzeit tief greifende Veränderungen innerhalb einiger dieser Arbeitsmärkte stattfinden. Dies wird besonders deutlich bei den gesetzlich stark reglementierten Berufen, die in erster Linie in diesem Beitrag behandelt werden. Dennoch zeigt sich, dass die Veränderungen, die nur einzelne Regeln betreffen, nicht zur Öffnung dieser Märkte führen. Eine Öffnung dieser Berufe darf sich nicht nur auf die Zugänge beschränken, sondern impliziert ebenfalls, offen zu sein für neue Praktiken, für neue berufliche Aufstiegsformen sowie für eine neue Mobilität innerhalb der entsprechenden Berufsfelder.
