Abstract

Determining its referential is the big issue of any sustainable policiy. This paper exposes three preliminary points which orient sustainable development : type of governance, type of sustainability and decision upon what is and what is not a natural resource. In fact there is not one but numerous sustainable developments, hence numerous sustainable policies defined by the responses given to the three former points, which can be called dilemmas as well. Such an approach invites a transactional conception of relations between humankind and the world. There is a permanent tension between public and private actors' strategies, on one side, and deep-rooted social appropriation of environmental resources, on the other side, in order to decide what is a "good" environment and what are the "good" exploitation of its resources.
