De la logique de santé publique à la logique industrielle : l'épidémie du sida en Thaïlande

Abstract

Pour lutter contre la progression de l'épidémie du sida, la Thaïlande a suivi avec succès une politique de santé publique axée sur la prévention. Se pose désormais la question de l'accès aux soins et aux traitements des personnes infectées par le VIH. Pour fournir des traitements à moindre prix, la Thaïlande peut mobiliser son industrie pharmaceutique locale pour produire des versions génériques. Cependant, les modifications intervenues dans la réglementation de la propriété intellectuelle n'incitent pas les firmes locales à produire ces génériques. La politique de santé publique se trouve donc dans l'incapacité de mobiliser la logique industrielle, remettant ainsi en cause l'accès des personnes aux soins et traitements.
