L'orientation des jeunes peu qualifiés, une liberté contrainte

Abstract

Cet article traite de la manière dont se construit un équilibre entre les libertés individuelles et les contraintes structurelles, lors des choix d'orientation des jeunes. On s'intéresse ici aux jeunes peu qualifiés au contact du service public d'orientation dispensé par les Missions locales. Le rôle des conseillers est saisi à partir d'une part, d'une analyse de leurs pratiques professionnelles et du cadre organisationnel dans lequel elles s'exercent, celui de la politique d'orientation régionale, et d'autre part, de l'usage qu'en font les jeunes entrant sur le marché du travail. Les trois logiques qui fondent la politique d'orientation, économique, sociale et éducative, sont alors confrontées aux comportements des jeunes et à l'exercice du métier de conseiller.
