Abstract

La ville est un espace où se concentrent les biens et services collectifs. Se pose alors la question de leur financement. L'article décrit la logique et analyse l'efficacité du mode de financement de la dépense publique locale en France. Il montre d'une part que les multiples dérogations qui ont été progressivement introduites au système ont dénaturé la logique du mode de financement public local et d'autre part que la complexité de ce mode est probablement source d'inefficacité en matière de décisions publiques locales.
