Abstract

Cette communication traite du rôle des politiques d'orientation dans la régulation du marché du travail peu qualifié à partir d'une analyse du dispositif d'orientation post-scolaire du Conseil Régional Rhône-Alpes. Il développe successivement deux problèmes de régulation. Le premier est interne à l'appareil politico-administratif au sein duquel l'orientation poursuit des objectifs potentiellement contradictoires d'accès à l'emploi, de qualification et de lutte contre l'exclusion. Le second, externe, concerne les interactions entre les conseillers et les jeunes autour de l'acte d'orientation. La mise en évidence de résistances aux perspectives d'intégration professionnelles offertes pose la question de la revalorisation des emplois peu qualifiés.
