L'eau en Algérie : de l'expression de la demande à l'insatisfaction des besoins

Abstract

La crise de l'eau en Algérie est extrêmement préoccupante. La population s'accroît et s'entasse de plus en plus dans les villes côtières. La régression des ressources en eau par habitant est patente et désorganise la vie quotidienne dans les grandes villes. Les conflits s'aggravent sous la pression toujours plus forte des besoins insatisfaits des usagers et conduisent à des arbitrages intersectoriels sévères. A cela s'ajoutent l'inadéquation des structures actuelles pour y faire face et la concurrence vive entre les intérêts des acteurs industriels internationaux pour s'approprier le marché multiforme de l'eau. Il devient urgent de modifier les rapports entretenus avec l'eau dans toutes leurs dimensions et de rechercher des solutions qui s'inscrivent dans de nouveaux scénarios de développement.
