Abstract

L'industrie européenne des TIC (Technologies de l'Information et de la Communication) est souvent présentée comme un peu à la "traîne" : pas assez dynamique et innovante par rapport aux entreprises américaines, pas assez compétitive en coût par rapport aux pays émergents. Le but de ce chapitre est de nuancer cette vision un peu pessimiste, tout en donnant quelques pistes pour construire une véritable politique européenne. Pour cela nous décrivons d'abord la dynamique complexe du secteur, puis nous esquissons un schéma original de politique industrielle tenant compte des forces et des faiblesses des entreprises européennes.
