Abstract

Tout ce passe comme si l'OMC et le multilatéralisme étaient entrés dans une ère de rendements décroissants où les gains de la coopération et de la libéralisation multilatérales ne compensent plus les coûts de transaction des négociations et les coûts socio-économiques de la déprotection. Résultat : exception faite du mécanisme de réglement des différends, rien ne fonctionne à l'OMC. Comment analyser cette double crise du multilatéralisme commercial et de l'OMC ? Comment expliquer le mouvement paradoxal d'extension du domaine de compétence de l'institution et le blocage permanent des négociations ?
