L'organisation mondiale du commerce : l'ère des rendements décroissants

Abstract

Les Accords de l'Uruguay Round (AUR) ont profondément rénové dans sa forme et sa substance le multilatéralisme commercial. Les dix premières années de l'OMC peuvent être analysées comme une phase d'apprentissage de ce nouveau multilatéralisme que nous qualifions de compétitif (section 1). Le Programme de Doha pour le Développement (PDD) avait une double prétention. Tout en consolidant la logique du multilatéralisme compétitif, il cherchait à en réduire les effets d'ajustement et les coûts d'internalisation. Mais compte tenu du peu d'avancées, c'est l'option libéraliste qui est réaffirmée depuis la conclusion de l'accord-cadre de juillet 2004 (section 2). Dès lors, l'ère des rendements décroissants n'est pas prête de s'achever, d'autant plus que l'équilibre des rapports de force au sein de l'OMC risque d'empêcher toute réforme de son mode opératoire (section 3). Toutefois, le multilatéralisme n'est pas entré dans la phase des rendements décroissants uniquement en raison d'un problème de gestion des négociations commerciales multilatérales. La nature et la portée de la régulation multilatérale sont en cause.
