La compétitivité des transporteurs routiers français : état des lieux et analyse

Abstract

A la veille de l'ouverture de l'Union Européenne à de nouveaux membres, les organisations professionnelles du transport routier s'inquiètent de la concurrence accrue qui en résultera. Elles font donc pression pour que la transposition de la directive 2002/15/CE relative au temps de travail des personnels mobiles du transport routier, transposition qui doit avoir lieu avant le 23 mars 2005, soit l'occasion de revenir sur les dispositions nationales résultant du décret Gayssot 2 qui handicaperaient les transporteurs français. Le discours des organisations professionnelles, dénonçant la libéralisation des échanges sans harmonisation suffisante des conditions de concurrence, n'est pas nouveau. Il paraît aujourd'hui mieux fondé qu'hier, d'une part parce que les informations disponibles montrent qu'effectivement la compétitivité des transporteurs français s'est détériorée, et d'autre part parce qu'une étude réalisée par le Comité National Routier montre qu'en matière de coût salarial, leur handicap est bien réel.
