Abstract

Des progrès importants ont été réalisés cette dernière décennie dans la compréhension du changement climatique et de ses remèdes.L'hypothèse centrale pour le futur est un réchauffement global del'ordre de 2°C en 2100, avec une concentration de dioxide de carbone dépassant 550 ppmv. Une bifurcation catastrophiquement rapide dans la dynamique du climat reste possible.Les négociations internationales menées dans le cadre de la Convention Climat ont débuté sur le modèle des traités protégeant la couche d'ozone. Mais il s'agit d'un problème de précaution intergénérationnel bien plus vaste.Les pays industrialisés se sont donné à Kyoto en 1997 l'objectif de réduire leurs émissions dès l'horizon 2008-2012 environ 5% en dessous du niveau de 1990. Cet objectif est ambitieux devant l'inertie des systèmes énergétiques, mais ne suffit pas à créer une rentabilité stable à long terme pour des investissements industriels dans les technologies moins émettrices.
