L'enjeu énergétique des relations entre la Chine et la Russie-Caspienne

Abstract

La dépendance énergétique de la Chine tant en matière pétrolière que gazière est appelée à croître fortement dans les dix ans à venir. Ceci suppose des évolutions majeures de sa politique énergétique et pose de nouveaux enjeux de sécurité énergétique pour un pays qui a de tout temps cherché à préserver son indépendance énergétique. La multiplication et la diversification de ses fournisseurs ainsi que les tentatives d'accéder directement aux ressources en hydrocarbures sont les deux voies que la Chine entend privilégier pour répondre à ses enjeux de sécurité énergétique. La Russie comme les pays de la Caspienne font partie des zones susceptibles de répondre aux nouveaux objectifs de la politique chinoise. La problématique des oléoducs et des gazoducs rend compte des liens susceptibles d'être développés entre ces deux zones mais aussi des contraintes qui devront être surmontées. De ce point de vue, les enjeux sont tout autant politiques, stratégiques qu'économiques.
