The Essential Role of Capital Markets in Businesses Promotion and Economic Progress: A Comprehensive Investigation of the Khartoum Stock Exchange Contribution to the Private Sector Development in Sudan

Abstract

Capital markets constitute a critical pillar of modern economic systems by mobilizing long-term financial resources, facilitating efficient allocation of capital and promoting the private sector development. In developing economies, stock exchanges play a particularly important role by complementing banking systems that are often constrained by short-term lending practices and limited risk tolerance (Levine, 2005; Mishkin, 2019). The establishment of Khartoum Stock Exchange (KSE) in 1994 represented a strategic attempt by Sudan to strengthen its financial sector, attract domestic savings, and support private enterprise growth within an Islamic financial framework (Hunnoon, 2009). This paper critically examines the contribution of Khartoum Stock Exchange (KSE) to the development of the private sector in Sudan. Using a qualitative analytical approach supported by empirical findings from the prior studies, the paper assesses how the exchange has contributed to capital formation, corporate governance and investment diversification. The findings indicate that although the Khartoum Stock Exchange (KSE) has made meaningful institutional contributions; particularly in enhancing market capitalization and formalizing equity finance; its broader impact on private sector development remains limited due to low liquidity, weak investor participation, macroeconomic instability and regulatory constraints (Elhassan and Braima, 2020; IMF, 2022). The paper concludes that deep structural reforms, improved market infrastructure, and stronger policy coordination are required for the Khartoum Stock Exchange (KSE) to function as an effective engine of private sector-led economic development in Sudan.
