Abstract

Dans le cadre du processus de décolonisation négocié dans lequel s'est engagée la Nouvelle-Calédonie, l'accord de Nouméa a exploré la voix d'un nouveau modèle de souveraineté, en reconnaissant que la souveraineté du peuple kanak est un préalable à la fondation d'une « nouvelle souveraineté, partagée dans un destin commun » (Préambule de l'Accord de Nouméa, 1998). Au lendemain de la consultation référendaire sur le transfert des dernières compétences régaliennes, il paraît important d'analyser l'émergence de cette « souveraineté partagée » et de s'interroger sur son contenu et ses liens avec les notions de « décolonisation » et d'« indépendance », qui ont été largement revisitées ces dernières décennies. Ensuite, dans le prolongement de travaux antérieurs (Prinsen et Blaise, 2017), nous interrogeons l'hypothèse de l'émergence d'une souveraineté "îlienne" en Nouvelle-Calédonie et concluons sur les avancées du processus de décolonisation. L'originalité de notre démarche réside dans son caractère pluridisciplinaire, croisant approches juridique, politique et économique.
