Housing suppliers’ response to housing needs: the case of Île-de-France

Abstract

This paper investigates housing suppliers' responses to current and future housing needs in the Île-de-France region, at the municipality level. Using housing needs estimates from Depraz, Duthilleul and Mechide (2026) and developers' data (CAPEM and RPLS) from 1990 to 2024, we analyze construction dynamics for both public and private suppliers. The objective is to assess whether housing suppliers provide dwellings appropriate to household size, in a context of increasing mismatch between housing supply and needs between 2021 and 2030. Results suggest that developers broadly adapt supply by increasing 1- and 2-room dwellings across municipalities. However, contrasting strategies emerge: private providers concentrate in more affordable municipalities and tend to favour larger dwellings while public providers are more spatially dispersed and construct a broader mix of small and large dwellings both in Paris and its rural areas. This first micro-level analysis opens avenues for further research on heterogeneous housing suppliers' response.
