Abstract

L'entrée dans le XXIème siècle a inauguré la consécration de la quantification comme modalité de conduite de l'action publique conférant ainsi une nouvelle acuité à la célèbre sentence de Goethe : « Non seulement les chiffres gouvernent le monde, mais ils montrent comment nous sommes gouvernés ». La formation des décisions et l'engagement des actions en politique conjoncturelle sont commandés par la mobilisation de données statistiques et le pilotage au moyen d'indicateurs comptables. A témoin la place cruciale qu'occupent la quantification des objectifs et des instruments et l'usage de règles chiffrées comme outil de contrôle dans le cadre de la gouvernance monétaire et budgétaire. L'emprise des chiffres est telle qu'abondent des prises de position, parées d'atours de l'expertise dont les biais altèrent le débat public, ainsi que l'éclaire la parabole de coiffeur de Voltaire.
