Abstract

The article revisits a forgotten chapter of the European integration : the adoption of the EEC's first borrowing instrument in 1975. Drawing on historical archives, the author analyses the debates surrounding European debt in the aftermath of the first oil shock. Adopting a political economy approach, the author explains how a compromise on a debt instrument had been reached in a crisis context. The study demonstrates that public finances are essentially political choices and compromises.
