Abstract

Cette recherche analyse les conditions d'émergence d'une capacité d'anticipation au sein d'une organisation régalienne soumise à la tension entre urgence opérationnelle et temps long stratégique : la Gendarmerie Nationale. S'appuyant sur une analyse longitudinale (Pettigrew, 1990) du Centre de Prospective (CPGN, 1998-2008), la méthodologie croise un vaste corpus d'archives documentaires et des entretiens semi-directifs. Le cadre théorique articule la prospective organisationnelle (Gordon et al., 2020), la strategy-as-Practice (Jarzabkowski et al., 2007 ; Whittington, 1996) et la transformation des organisations publiques (Christensen & Lægreid, 2025 ; Vanhengel et al., 2025) pour saisir la dynamique d'institutionnalisation. Les résultats révèlent que l'émergence de l'anticipation est un processus non linéaire, cyclique et situé. Ils mettent en évidence trois conditions de pérennité : une architecture organisationnelle hybride garantissant l'autonomie intellectuelle, l'ancrage dans des micro-pratiques quotidiennes (rituels, outils, collaboration) et la nécessité d'un portage politique fort pour légitimer la réflexion prospective face aux contraintes opérationnelles de l'action publique.
