Abstract

Cet article se penche sur les stratégies de neutralité carbone des collectivités territoriales et leurs instruments de gestion. Nous étudions la façon dont la collectivité s'empare de ces instruments et intègre la prise en compte des inégalités sociales. Les données collectées sont issues d'une double ethnographie, d'entretiens semi-directifs auprès des acteurs en charge de la neutralité carbone sur ce territoire, d'observations et de l'étude de sources secondaires. Les résultats exposent une conformité avec la littérature : une difficulté à prendre en compte les questions sociales dans la conduite de l'action publique locale, malgré un intérêt grandissant constaté dans l'étude. Ces résultats sont discutés dans la perspective de la co-construction de nouveaux instruments de gestion territoriaux pour une transition plus sociale.
