Willingness and ability to pay for household waste collection and associated factors: the case of the Dakar suburbs (Senegal)[Volonté et capacité à payer pour le ramassage des ordures ménagères et facteurs associés : cas de la banlieue dakaroise (Sénégal)]

Household waste management presents a significant challenge for both developed and developing countries. Sustainable waste management is strongly determined by the participation and management behavior of households, primary producers. This paper aims to estimate households' willingness and ability to pay for the household waste management service and identify its determinants. The study is based on data collected as part of the project named "Vivre Avec l'Eau" ("Live With Water"), which seeks to mitigate the impact of flooding in the suburbs of Dakar while integrating waste management as a key dimension. Using the contingent valuation method, the results show an average monthly willingness to pay (WTP) of 2034 CFA francs with a standard deviation of 1314 CFA francs. WTP is strongly influenced by factors such as household income, the education level of the household head, and knowledge of waste management practices. Wealthier households or those with higher education levels are not only more willing to pay but also propose significantly higher amounts. The low quality and unreliability of the existing waste collection service reduce the willingness to pay. Furthermore, the perception of health risks associated with waste management is a key determinant in the willingness to contribute to waste collection services. Knowledge of waste management and sanitation practices increases households' willingness to pay for improved services. As for waste valorization, such as recycling and reuse, it may reduce the amount of waste to be disposed of, meaning that households may be less inclined to pay higher fees for waste services.
