Abstract

Since its independence in 1960, Mauritania has implemented several development strategies, the most recent being the Strategy for Accelerated Growth and Shared Prosperity (SCAPP 2016-2030). The SCAPP is structured around three strategic pillars, the second of which emphasizes the development of human capital and access to basic services. This underscores the relevance of examining the relationship between educational capital and economic growth in Mauritania over the period 1995-2024, in order to contribute to formulating recommendations and rethinking the existing strategic framework. This article investigates this relationship in both the short and long term through an ARDL (Auto-Regressive Distributed Lag) approach. Public expenditure on education is used as the explanatory variable of interest for educational capital, while the GDP growth rate is retained as the dependent variable measuring economic growth. The findings reveal a positive and statistically significant short-term relationship between educational capital and economic growth, with an estimated lag of two years. In the long term, however, the estimation indicates a negative and statistically significant relationship between educational capital and economic growth, attributable to the inefficiency of public education expenditure, which consists mainly of operating expenses.
