Abstract

Cette note analyse la crise sénégalaise comme une crise de crédibilité budgétaire qui a déplacé la contrainte vers la liquidité et le refinancement. Elle soutient que la réduction de la prime de risque suppose une stratégie cohérente fondée sur la transparence, un ancrage FMI crédible, des financements relais concessionnels, une gestion active du passif et une consolidation ciblée. Elle montre enfin que le recours à des instruments complexes et au marché régional peut offrir un répit temporaire, mais accroître à moyen terme, l'opacité, la fragilité du refinancement et les vulnérabilités régionales, tout en renforçant les exigences de lisibilité, de gouvernance et de cohérence politique.
