C-PIM-C: Not Another SAT

Abstract

In the face of the explosive growth of anonymous threatening communications (ATDC)—fueled by political polarization, social media anonymity, and the overwhelming of security services—traditional tools (Structured Analytic Techniques, clinical assessments, forensic linguistics) reveal major methodological gaps: slowness, lack of standardization, and misalignment with operational constraints. C-PIM-C (Content-Proximity-Intention-Means-Context) offers an innovative, field-born solution, developed within a European intergovernmental organization. This adaptive framework (not a procedural checklist) is built on five analytical dimensions: Content (multi-layer semantic analysis), Proximity (geographic, temporal, social, operational), Intention (distinction between cathartic and instrumental expressions), Means (access, competencies, resources), Context (PESTLE analysis and risk amplifiers). A behavioral pathway modeling approach detects escalation patterns invisible in single-message analysis, while a flexible scoring system (1–5 per dimension) adapts to threat types. Validated on 200+ cases (2017–2025), C-PIM-C demonstrates 92.1% convergence with existing methods (e.g., COC), while reducing false positives by 43% and improving aggressive pattern detection by 67%. Its Cronbach's α (0.974) confirms high internal consistency. Designed to complement (not replace) clinical or forensic tools, C-PIM-C addresses a methodological void identified by van der Vegt et al. (2022): the lack of standardized procedures for anonymous communications. Its adoption follows Rogers' diffusion of innovations model, transitioning from innovators (2020) to an early majority (2024–2025), driven by environmental pressures (COVID, hybrid warfare in Ukraine). Limitations: Validation limited to a European institutional context; need for cross-cultural and predictive validation studies.
