Abstract

**Cet indicateur proposé par Jean-Marie Grether et Nicole A. Mathys mesure le rapport entre la teneur en pollution d'un dollar d'exportations et la teneur en pollution d'un dollar d'importation.** Il y a un peu moins de quinze ans, Werner Antweiler a introduit le concept de Termes de l'échange environnementaux (Pollution Terms of Trade, PTT), et l'a défini comme le rapport entre le contenu moyen en pollution des exportations et le contenu moyen en pollution des importations. \ \ Intuitivement, cet indice devrait être inversement corrélé avec les gains nets environnementaux liés au commerce de biens puisque un pays peut choisir de se spécialiser dans la production de biens « propres » et d'importer les biens « sales » de ses partenaires (ce qui le conduit alors à un indice PTT inférieur à 1). Cette problématique est clairement liée à l'argument du « paradis du pollueur » selon lequel les pays à réglementation environnementale plus laxiste, très souvent des pays du Sud, tendent à attirer les industries polluantes, enregistrant ainsi des indices PTT plus élevés que ceux des pays riches.
