Abstract

**La Ferdi propose une estimation de l'effort fiscal qui prend en compte les différentes dimensions de la vulnérabilité structurelle.** La Ferdi propose une estimation de l'effort fiscal qui prend en compte les différentes dimensions de la vulnérabilité structurelle pour un large panel de pays en développement au cours des trois dernières décennies. La Ferdi utilise deux indices composites, l'**indice de vulnérabilité économique** et l'**indice de capital humain** (Human Assets index -HAI) construits et utilisés par les Nations Unies pour identifier les pays les moins avancés et pour lesquels les séries historiques sont fournies par la Ferdi.\ \ Les résultats confirment notre idée que ces deux dimensions doivent être prises en compte dans l'évaluation de l'effort fiscal des pays en développement. En effet, nous constatons que la vulnérabilité économique est nuisible aux recettes fiscales tandis que le capital humain les améliore.\ \ Cette estimation d'un nouvel indice d'effort fiscal est réalisée pour 120 pays en développement au cours de la période 1990-2012.
