Abstract

Les organisations publiques multiplient les dispositifs participatifs visant à améliorer le travail et les instruments de gestion. Ces dispositifs produisent des artefacts stabilisateurs (chartes, guides, protocoles). Leur trajectoire reste pourtant fragile : un outil peut être co-construit, puis rester inutilisé, sans destruction matérielle, après une interruption unilatérale. Cette communication étudie la vie d'un Livre Blanc pour l'Amélioration des Procédures et Instruments de Gestion comme objet frontière et comme support de traduction. Le cadre théorique articule la sociologie de la traduction et une grille de lecture temporelle (Chronos, Aion, Kairos) pour analyser la construction planifiée de l'outil, la dissidence comme mécanisme d'arrêt d'un réseau et de gel d'un dispositif pourtant stabilisé, et le travail de réactivation appliqué à un artefact devenu "vestige", pour expliquer la sortie du placard et la reprise du projet. Nos résultats montrent que la matérialité de l'outil a permis sa traversée du temps institutionnel (Aion) sans altération, autorisant une « réactivation fidèle » lors de l'alignement des opportunités politiques (Kairos).
