Règlement REACH : la valorisation économique et l'évaluation des impacts environnementaux

Abstract

L'utilisation des instruments de valorisation économique des biens environnementaux est devenue quasi systématique pour orienter le décideur public dans ses choix en matière de politiques de protection de l'environnement. Ces instruments sont mobilisés comme préalables à l'évaluation des impacts des différentes réglementations envisagées dans une démarche éclairée et globale. Depuis le début des années 2000, la littérature économique fournit des études de plus en plus nombreuses sur le sujet. Tout en prenant acte des précautions de mesure et d'interprétation qui sont de rigueur, ces études montrent qu'un certain degré de quantification et de monétarisation des impacts environnementaux au service de la décision publique est possible. Le règlement REACH sur les substances chimiques encourage cette démarche analytique qui s'applique alors aux deux procédures de gestion des risques prévues par ce règlement, à savoir l'autorisation et la restriction. Aux difficultés propres aux méthodes d'évaluation des impacts environnementaux viennent alors s'ajouter les incertitudes inhérentes aux caractéristiques des substances chimiques, représentant ainsi un défi intellectuel et méthodologique à relever.
