Abstract

En 2004, Jacques Chirac faisait intégrer une charte de l'environnement dans le bloc de constitutionnalité du droit français. Mais depuis au moins les travaux du Club de Rome (Meadows et al., 1972 ; 2004), l'environnement et le développement durable apparaissent aussi comme un enjeu technico-économique. La notion de développement durable a donc une double dimension : l'une qui en fait un problème d'organisation de la cité, c'est-à-dire un problème relevant d'un préambule à la constitution, l'autre qui en fait un problème technico-économique fondamental. La présente note propose une généalogie de cette double dimension. Il s'agit de remonter aux deux origines et de suivre la trace de leurs métamorphoses.
