Abstract

This document presents the work New Caledonia Facing the Public Finance Crisis, summarizing the findings of an academic symposium on the public finance crisis in New Caledonia and strategies to address it. The author emphasizes that, despite an apparently lower debt than in mainland France, the territory faces major budgetary tensions exacerbated by a heavy reliance on state transfers. To rectify the situation, the text explores various reform paths, notably a restructuring of the tax system and the optimization of administrative and social protection spending. The analysis also adopts a comparative perspective, situating New Caledonian challenges alongside the economic models of other Pacific nations such as French Polynesia, Australia, or Japan. Ultimately, this multidisciplinary study serves as a reminder that financial choices are inseparable from a societal vision and democratic debates regarding the archipelago's institutional future.
