Abstract

This document analyzes public employment policies by comparing the models of New Caledonia and metropolitan France. The author highlights that the New Caledonian system is less generous, with shorter and flat-rate unemployment benefits, in contrast to the more protective and universal French model. The study specifically examines the effectiveness of social security contribution exemptions on low wages, which were introduced to compensate for the sharp rise in the local minimum wage. Despite a significant financial cost, these measures aim to support the hiring of low-skilled workers and young people, groups that are heavily impacted by inactivity in the territory. In conclusion, the work calls for a better evaluation of these tools and administrative simplification to optimize the support provided to job seekers.
