Abstract

This document presents a detailed analysis of the budgetary reforms undertaken in New Caledonia since 2014 to address a public finance crisis. The author highlights that these transformations primarily aim to increase financial transparency and improve decision-making for elected officials through more precise steering tools. The strategy is based on three fundamental pillars: account clarity, rigorous control of operational expenses, and the sustainable restoration of financial balances. By restructuring the budget presentation and freezing certain cost items, the government has succeeded in restoring its self-financing capacity and cleaning up its cash position. The report concludes on the need to continue these efforts through a culture of evaluation and multi-year planning to ensure the efficiency of public action in the long term.
